Did you know that “studying abroad” has more than one meaning? Besides going away from one’s own country to study, the term also means studying far away from home. You don’t have to get in an airplane and cross an ocean. You can simply move to a different place — right here in Japan.
Chiiki Mirai Ryugaku (Regional -Abroad Studies) enables students to choose a school outside of their school districts. They will also be away from home and family. “Students will have adventurous life experiences like living in a dormitory,” explains You Iwamoto. He founded the platform for Chiiki Mirai Ryugaku in Shimane Prefecture in 2017. Since then, over 5,000 students have participated in this program.
“From Hokkaido to Okinawa, over 190 schools in Japan have dormitories for kids who choose to study outside of their districts,” says Iwamoto. “The great thing is that you can choose your own school, and choose your own future.”
In the past, Japanese kids were encouraged to go to the U.S. to gain English skills. But with the yen rate so low and inflation so high, parents are starting to look at options in their own country.
Says Iwamoto: “The cost of sending a child overseas is much, much higher than before. But if a child goes to a public school in another Japanese region, the total cost is about ¥2 million over three years. That’s a fraction of the cost of living in the U.S. And it’s also much safer.”
Low cost and safety are not the only reasons for Chiiki Mirai Ryugaku’s popularity. “These are uncertain times,” says Iwamoto. “Kids need to build resilience and communication skills.” Diversity is also important, he adds. “For students, it’s easier to experience diversity outside the home environment.”
The program is also open to students from overseas. Hiroe Honda, the platform’s Global Relations Lead, says: “In April, additional students from overseas have come to study in regional schools. They want to know what it’s like to live in Japan and dig deeper into our culture.” Honda says having global and local students in the same school “greatly inspires both groups.”
Chiiki Mirai Ryugaku may even become a launchpad for studying overseas later on. “In every generation, young people explore new frontiers. They wanted the challenge of being away from home and community. But now, that frontier can be found in Japan.”
“After spending high school in another region far from home, some kids want to go even further. Fly even higher. Their time in Chiiki Mirai Ryugaku gave them valuable skills and confidence to live and study in a different environment.”

「留学」という言葉には、1つ以上の意味があることをご存じだろうか。一般的には海外へ行って学ぶことを指すが、自宅から遠く離れた場所で学ぶことも「留学」といえる。飛行機に乗って海を渡る必要はない。日本国内で別の地域へ移るだけでもよいのだ。 地域みらい留学は、生徒が自分の通学区域外にある学校を選べる制度である。実家や家族と離れて生活することにもなる。「寮生活など、生徒たちは冒険のような人生経験を積むことができます」と話すのは、2017年に島根県で地域みらい留学のプラットフォームを立ち上げた岩本悠さんだ。これまでに5,000人以上の生徒がこのプログラムに参加している。 「北海道から沖縄まで、日本には190校以上の高校が、通学区域外から学ぶ生徒のための寮を備えています」と岩本さんは言う。「この制度の素晴らしいところは、自分で学校を選び、自分の未来を選べることです」 かつて日本では、英語力を身につけるために子どもをアメリカへ留学させることが勧められていた。しかし、円安や物価高の影響で、保護者は国内での選択肢にも目を向けるようになっている。 岩本さんはこう話す。「子どもを海外へ留学させる費用は、以前よりずっと高くなっています。しかし、日本の別の地域の公立高校に通う場合、3年間の総費用は約200万円です。これはアメリカで生活する費用のほんの一部にすぎませんし、安全性もはるかに高いです」 地域みらい留学が人気を集める理由は、費用の安さや安全性だけではない。「今は先行きが見通しにくい時代です」と岩本さんは言う。「子どもたちは、困難を乗り越える力やコミュニケーション能力を身につける必要があります」さらに、多様性も重要だと岩本さんは付け加える。「生徒にとっては、家庭という環境を離れたほうが、多様性を体験しやすいのです」 このプログラムには海外からの生徒も参加できる。地域みらい留学の国際連携の責任者である本多ヒロエさんは、「4月には海外から新たな留学生が地域の学校で学び始めました。彼らは日本で暮らすことがどのようなものかを知り、日本文化をより深く学びたいと考えています」と話す。本多さんは、「海外からの生徒と地域の生徒が同じ学校で学ぶことは、双方にとって大きな刺激になります」と語る。 地域みらい留学は、将来の海外留学への足がかりになる可能性もある。「どの時代でも、若者は新しい世界を切り開いてきました。彼らは家族や地域を離れて挑戦したいと考えています。そして今、その新たなフロンティアは日本国内にもあるのです」 「高校時代を地元から遠く離れた地域で過ごしたあと、さらに遠くへ行きたいと思う生徒もいます。もっと高く羽ばたきたいと考えるのです。地域みらい留学での経験は、異なる環境で生活し学ぶための貴重な力と自信を与えてくれます」
